Overview:  The Hot Lotto Sizzler Cash Blast February 2009 Promotion is offered by participating lottery members (Member Lotteries) of the Multi-State Lottery Association (MUSL). Qualifying purchases of Hot Lotto Sizzler tickets at Member Lotteries during February may be entered into a drawing to determine winners of cash prizes. 

1. A qualifying purchase for this promotion is a minimum $4.00 Hot Lotto Sizzler ticket which does not contain winning plays in a Hot Lotto Drawing.  Players must meet age and other qualification requirements of the Member lottery jurisdiction in which they purchase and enter Hot Lotto Sizzler tickets in this promotion. Purchases that do not include the Sizzler option on the Hot Lotto ticket purchased are not qualifying purchases for this promotion.  Purchases prior to February 1, 2009 or after February 28, 2009 are not qualifying purchases for this promotion.  Only non-winning Hot Lotto Sizzler tickets are eligible; any tickets with plays that are winners in a Hot Lotto drawing are not qualifying purchases for this promotion.  Multi-draw Hot Lotto Sizzler tickets that meet the above requirements will be considered one (1) entry.

2. To participate in the promotion, a player with a qualifying purchase must enter his or her name, mailing address, email address, phone number, date of birth, state in which the Hot Lotto Sizzler ticket was purchased and the serial number from the qualifying ticket on the website of the Member lottery that issued the ticket, or at this website (click here to enter) at any time from February 1, 2009 through and including 12:00 pm (noon) central time on March 4, 2009. Players may only enter their qualifying purchases over the internet – any entries mailed or hand delivered to the lottery or MUSL offices will not qualify for any promotional prize and will be discarded.

3. A QUALIFYING TICKET MUST BE RETAINED BY THE PLAYER AND PRESENTED TO THE LOTTERY TO CLAIM A PRIZE IN THIS PROMOTION.  A player who does not retain his or her qualifying ticket forfeits any prize for which that ticket is drawn and another winner will be drawn for that prize.

4. A player may enter this promotion with qualifying tickets as often as they wish, but can only win one (1) prize.  A player may use each ticket only once as an eligible entry during the promotion.  If an entrant is selected to win more than one (1) prize, another winner will be selected for the second prize drawn for that entrant.
   
   
5. On the evening of March 4, 2009, Multi-State Lottery Association (MUSL) staff will use a random number generator to select forty (40) winners of five hundred dollars ($500) prizes for each Hot Lotto Member jurisdiction, and one (1) grand prize winner of one hundred thousand dollars ($100,000) from all entries received from all Member Lottery jurisdictions. MUSL staff also will select ten (10) additional entries per jurisdiction as potential replacement winners for the five hundred dollars ($500) prizes, and five (5) additional entries for potential replacement winners of the one hundred thousand dollar ($100,000) prize if any of the originally selected winning entries are: non-qualifying; if a player cannot present a winning ticket; or if a player otherwise fails to properly claim a prize.

6. The drawing will be held under the supervision of the MUSL Drawing Manager and an independent auditor.  All drawings will be videotaped.  All MUSL Drawings are public events.  Persons interested in attending drawings are invited to receive detailed information by contacting the Multi-State Lottery Security in Urbandale, Iowa at 515.453-1403, by writing Multi-State Lottery Drawing Security Division, Multi-State Lottery Association, 4400 N.W. Urbandale Drive, Urbandale, IA 50322-7919 or by email directed to: Sue@musl.com. Persons attending drawings must show valid photo ID and be supervised by a member of the MUSL Security Division during the drawing.  A request to attend the promotional drawing must be received by MUSL no later than 24 hours in advance of the drawing.

7. Each Hot Lotto Sizzler entry selected as a potential winner will be verified against the numbers drawn and tickets sold by the Member Lotteries. Member Lotteries will contact winners by telephone, mail or otherwise, and winner’s names will be posted on the entry web site(s) at the end of the promotion.

8. To claim a prize, each winning Hot Lotto Sizzler ticket must be signed, attached to the appropriate completed claim form (if required) and presented to the Member Lottery that issued the ticket during its regular business hours within thirty (30) days from and after the drawing. In the event an otherwise apparent prize winning entry is declared ineligible or the winning ticket, with properly-executed claim form fully-compliant with the rules of this promotion is not presented for payment during the stated claim period, the alternate prize winner first-drawn from the alternates selected shall be declared the winner. If the first-drawn alternate then fails to qualify, the second-drawn alternate, and such subsequent alternates as may be necessary will be substituted, until a winner is qualified.

9. MUSL employees, Member Lottery board and commission members and employees and their immediate families, and any other person or entity otherwise prohibited from participation by the statutes, rules and/or regulations of any Member Lottery are not eligible to win a prize in this promotion.

10. Neither MUSL nor any Member Lottery shall be responsible or liable for:
• Any damage to an entrant’s computer system that is directly or indirectly caused by accessing or downloading content from any Member Lottery or MUSL website or otherwise by participation in this promotion;
• Any computer system, phone line, hardware, software or program malfunctions that prevent entry into this promotion; or
• Any other errors, failures, dropped or delayed computer transmissions or network connections that are human or technical in nature.

Without limiting the generality of the foregoing, the MUSL and all Member Lotteries are not responsible for incomplete, illegible, misdirected, late, lost, damaged or stolen entries; for lost, interrupted, inaccessible or unavailable networks, satellites, Internet Service Providers (ISP), website or other connections; miscommunications, failed, jumbled, scrambled, delayed, or misdirected computer, telephone or cable transmission; or for any technical malfunctions, failures, or difficulties, printing errors, clerical, typographical or other error in the offering or announcement of any prize or in any prize notification documents, or other errors of any kind or nature; or for the incorrect or inaccurate capture of information or  the failure to capture information.
